# Polling Exericse #1

## Background
4+
5+
Spork is a ‘sub-protocol’ controlled by Maker Governance but managed by an Ecosystem Actor, Alice.
6+
7+
The Spork protocol is able to mint DAI from Maker up to a certain debt ceiling, and lend that DAI to its own users.
8+
9+
As the Support Scope Facilitator, Bob is responsible for authorizing polls on Spork-related proposals.
10+
11+
The ABC token is considered to be a fictional token that has previously been onboarded in Maker Core.

Hello, Maker!
30+
31+
Spork protocol continues to go from strength to strength. Just recently, we have come within spitting distance of our assigned debt ceiling of 50 million DAI, and our user base is increasing rapidly, as you can see in the following chart.
32+
33+
[Pretend there is a graph here, and that there are no obvious issues with it. - LFW]
34+
35+
To keep up the momentum and really take advantage of the growth we’re seeing, here are the changes we’d recommend for July.
36+
37+
38+
39+
* Increase of the Spork D3M Debt Ceiling from 50 million to 100 million DAI.
40+
* Increase of the Spork D3M Target Available Debt (gap) to better support larger users on Spork. Total throughput may remain the same to limit risk to Maker Core.
41+
* We’ve reached an agreement with the ABC token team and would like to onboard the token to Spork with the parameters below.
42+
* Increase the DAI deposit rate on Spork from 2% to 2.5% to increase deposit demand to further encourage rapid growth. 🚀
43+
44+
[Pretend there are onboarding parameters for the token ABC here. They are to be considered internally consistent, and complete.]
45+
46+
We are requesting a governance poll on the above changes, and seek inclusion within the next available executive vote.

The Spork D3M Autoline parameters currently stand at:
58+
59+
* Debt Ceiling: 50 million
60+
* Target Available Debt: 5 million
61+
* Debt Increase Cooldown: 28,800 seconds
62+
63+
If the goal is to increase capacity for larger users, our advisory teams have recommended the following changes in relation to the Target Available Debt and Cooldown.
64+
65+
* Target Available Debt: 15 million
66+
* Debt Increase Cooldown: 86,400 seconds
67+
68+
These changes do marginally increase the severity of a hack or malicious action on behalf of Spork. Given that SporkMom can shut down the Spork D3M without needing to wait for the GSM governance delay, this change raises the minimum possible impact from 5 million to 15 million DAI assuming governance can react and trigger the shutdown within 8 hours of an event occurring.
69+
70+
Our advisory teams are also supportive of the increased debt ceiling, though with the usual caveat that this represents an increase in funds-at-risk for Maker Core.
71+
72+
Our advisory teams are broadly supportive of the ABC token onboarding parameters. Their analysis has not changed appreciably since ABC was onboarded to Maker Core. As governance is aware, ABC was offboarded from Core purely due to limited usage rather than as a result of concern around risk. Liquidity remains strong for ABC and we have no concerns. Those interested may consult our previous evaluation here [A link to the historic evaluation - LFW].

This is a neutral delegate contract. It does not follow a specific AVC. Delegates should use neutral contracts to vote in a universally aligned manner.
9+
## Why Sovereign Finance?
10+
11+
Cryptocurrencies were created with the idea of returning the power of money to individuals. And we believe that MakerDAO should position itself and lead the growing financial revolution that enables autonomy, independence, and self-governance.
12+
13+
This voter committee’s central values will be:
14+
15+
**Growth and Adoption**: We will drive and support all initiatives that allow for massive growth and adoption of DAI while reducing risks associated with the protocol, particularly assets that could compromise its economic stability.
16+
17+
**Long-term Sustainability and Revenue**: We will support and promote all initiatives and proposals that develop reliable, secure, and revenue-stable products for the protocol.
18+
19+
**Security and reliability**: We will also be alert to potential points of excessive centralization that could affect the protocol. Allowing us to guarantee optimal security, thus transmitting greater security for DAI holders, partners, and participants in the protocol.
20+
21+
**Ethos and commitment**: We will actively contribute to the spread of DAI to all corners of Latin America and the world. Our ethos is aligned with the values of MakerDAO, and therefore our commitment goes beyond mere participation in governance.
22+
23+
**This CVC supports the vision and roadmap outlined in the Endgame towards decentralization.** We firmly believe that decentralization is a requirement that will define the success or failure of the protocol in the long term.
24+
25+
As an organization committed to the principles of decentralization, autonomy, and self-governance, we believe **that supporting public goods is a crucial component of creating a sustainable and inclusive financial ecosystem**. In this regard, we commit to preparing educational content that promotes MakerDAO and easily explains to MKR holders how to participate and involve in governance.
26+
27+
Regarding the dovish v hawkish dilemma, we prefer to go with a balanced strategy for MakerDAO that would aim to maintain stability while also promoting growth and innovation. By finding the right balance between these two objectives, MakerDAO could build a sustainable and successful platform that attracts new users and drives innovation in the decentralized finance space.
