LS-S1: What does the per-point timestamp value represent?

The meaning of the per-point timestamp value is quite difficult to understand from the code. Does it correspond to the number of ns since the beginning of the scan, or until the end of the scan?
What's the formula to convert the value into a standard ROS time representation (epoch UNIX time)?
