chore(release): v0.16.0-rc1 (#223)

Bump the package version to the rc form (0.16.0rc1) across pyproject,
__init__, the smoke-test assertion, uv.lock, and the regenerated
AGENTS.md, and date the CHANGELOG 0.16.0 section for the rc tag day.
The real-release bump back to 0.16.0 rides a separate commit after the
rc verifies.
