chore(release): v0.15.0 (#183)

Bump version 0.15.0rc1 -> 0.15.0 for the real release (the rc verified
on TestPyPI: fresh-venv install plus the relevant examples run clean).
Regenerate the bundled AGENTS.md. CHANGELOG date is unchanged (today).
