Nondeterministic Error Message After Depositing #1069

Describe the bug
After creating a new deposit with restricted visibility, I encounter the following error whenever I click the "Publish to collection" button:

Draft was not submitted for review. Please try again. If the problem persists, contact user support.

When viewing deposits on my profile, the deposit appears like normal which indicates that it was submitted successfully.

To Reproduce

  1. Visit the staging site for KCWorks
  2. Navigate to a test group collection
  3. Click the "Contribute +" tab
  4. Fill out the form with the following settings:
    • Resource Type: Journal Article
    • DOI: No
    • Article Title: Hello World
    • Dates: Default
    • Abstract or Description: This is a test document.
    • Periodical Details: none
    • Creators and Contributors: Add myself
    • AI Use: No
    • Subjects: !!! (Musical group)
    • User-defined Keywords: testing
    • Content Warning: No
    • Collection submission: selected test group
    • Record Access: Restricted
    • Apply an embargo: Unrestricted
    • Files: animals.txt
    • Add standard license: Creative Commons Attribution 4.0 International
  5. Click "Publish to collection" and check the checkboxes
  6. Notice an error appears when the page reloads:

Expected behavior
A feedback message appears describing the successful deposit or the page redirects to the deposit after it successfully submits.

Additional context
This error seems to be nondeterministic. I failed to encounter it after retrying. This error was originally encountered around 16:50 GMT today (April 13).
