Non-breaking dependency updates

- A handful of packages updated via NPM
- Updating PHPCS via Composer
- Updating the list of browsers for caniuse-lite (via NPM recommended output)

Confirmations:
- Gulp tasks still run
- NPX stylelint "**/*.scss" still runs
- Composer lint still runs

Caveats:
There are breaking changes in the NPM output which I'm unable to complete.
- Gulp must stay at 4 because of a conflict with the Gulp CLI provided by
  Omeka core
- Stylelint must stay as-is because of a parallel constraint somewhere. It
  breaks if I update.
