Standardise plain text heading sizes #1408

Depending on which page they appear html headings (h1, h2, etc) are often sized differently. Some examples of the variance are shown below:

Not saying they need to be identical in call cases, though would suggest standardising in most "plain text" contexts. There will be other situations where colour or an icon provides prominence and the text doesn't need to be as large.

Some common options below. "Minor third" scaling seems pretty close to what we have now so will start with that.

This covers just the styles of the heading levels, though will ultimately tie in with a rejig of which heading level we use as described in https://github.com/MLTSHP/mltshp/wiki/Heading-structure-for-different-page-types
