Merge branch 'MPAS-v8.0/sf_sfclay' into develop (PR #1063)

This merge updates physics_wrf/module_sf_sfclay.F to be consistent with what is
available in the WRF release 4.5. The main update is changing the intent of the
variable QSFC from intent(out) to intent(inout).
