Placeholder for a future proposal as discussed in 2017-09-19 PSC meeting

Provider can create links to documentation, primarily REST docs, possibly also user docs, defaulting to docs.geoserver.org, if docs are available locally. HTML output of REST or the web UI could link to documentation for themselves.

Possibly a plugin or dropping docs into a known location in the data dir which could then be detected and served. Possibly other providers as plugins such as another web app in the container.

A comparable API could be added to GWC.

Docs could possibly include integration back with GeoServer: Dynamic REST examples, links to relevant configuration pages, indicators if a documented extension is installed or not.
