Clicking on annotation link to pdf leads to error message or blank document

For annotations on pdf files, if I click on the link to go to the document from the annotations tab, I either get the error message " This file is too large to display. Please download it to view." or I get a blank document. However, I'm able to view the document using the dropdown "Submission files" menu.
