Add `check-project` pre-commit hook

It would be nice to be able to run project checks with pre-commit.

Sounds good and is easy to add in https://github.com/MarketSquare/robotframework-robocop/blob/main/.pre-commit-hooks.yaml . We may only think if we want to keep the filter for robot files, or we want to include all files:

I think the filter makes sense but it's configurable anyway so either way is fine.

Yes, I agree, it can be overwritten anyway - I will just need to mention it in our docs so the users are aware of potential issue (if they expect precommit to trigger on non-robot files).
