Add a new gcp/modules/alloydb module as an alternative to Cloud SQL for Materialize metadata storage. This is a work in progress. As of now It is just for testing purposes and validation and I have no plans to turn it into production code. I have only done a cursory review of the code, and it doesn't align perfectly with our other examples or have any testing.
