Ripple_Logic is a general-purpose ethical operating system for
rights-constrained, ripple-aware governance and AI alignment. It
operationalizes Union-Based Ethics (UBE) as a strict five-level
lexicographic cascade — NCRC, TRC, Containment, RLS, UCI/HOI — applied
to a 49-cell welfare matrix (7 Union Scopes × 7 Welfare Dimensions).
Tier 1–3 are implementable and claimable from the Foundation Paper.
Tier 4 is a design target pending ProofPack publication.
