Update ShaderC Configuration To Current January 2026 (JeanPhilippeKernel#483)

- Current CI is broken due to invalid links for downloading resources
  from ShaderC.
- repoConfiguration.json updated with the current links according to https://github.com/google/shaderc/blob/main/downloads.md

Closes JeanPhilippeKernel#482
