Limit how many times a song can be reuploaded

This would allow for a GDPS manager to set a limit on how many times the same song (with the same artist and name) can be reuploaded. This could help save server storage usage due to duplicate songs taking a lot of server storage, especially on larger GDPSes.

new core will have popup with songs with similar names so people could check if song is already reuploaded or not
