Bluetooth GPS support appears to be a dead-end for iOS. Most high-end devices support network position provision instead.

Acceptance criteria:
- The mobile app can connect to a receiver via IP address+Port connection
- The app shows that the position source is external - it shows the receiver nickname
- Variable
@position_provider_type says "external" when using the new position source
- The solution follows the Figma designs
- After the device is connected, it should work the same as Bluetooth in terms of functionality - reconnection, heights transformation, works offline (no mobile data)...
- The provider is available for Android + iOS
