Migrate console -> logger

Using the logger gives us finer control over what diagnostics make it to the terminal, even across many processes.

Naked console is used in some build scripts and tests that mostly run outside our kernel framework, and also vat code that doesn't have access to Logger, but an inspection of our code suggests to me that this is basically done. Can we close this?

The console object endowed to vats is actually a logger behind the scenes (so we get logs out of independent processes without piping stderr haphazardly), so it's just the dev tools. I don't see us needing ocap logging facility of dev tools soon.

Closing, but we must yet remain vigilant.
