Overview
Cuts release 23.0.0 for the monorepo and @metamask/gator-permissions-snap 2.3.0, documenting what shipped in that snap release rather than introducing new runtime changes in this diff.

Version bumps: root package.json 22.0.0 → 23.0.0; packages/gator-permissions-snap/package.json 2.2.0 → 2.3.0.

Changelog: Adds [2.3.0] under packages/gator-permissions-snap/CHANGELOG.md (approval revocation enforcer + @metamask/delegation-deployments, copy/icon fixes from linked PRs) and updates compare links so [Unreleased] points at 2.3.0.

Lockfile: yarn.lock collapses duplicate resolutions so @metamask/delegation-core resolves to 2.2.1 and @metamask/delegation-deployments to 1.4.0 for the combined semver ranges.
