Overview
Reverts the prior 149.0.0 release metadata by rolling the root monorepo version back to 148.0.0 and downgrading package versions for @metamask/snaps-controllers, @metamask/snaps-rpc-methods, @metamask/snaps-simulation, and @metamask/snaps-utils.

Updates each package CHANGELOG.md to remove the just-added patch release sections and adjust the [Unreleased] compare links accordingly (keeping the @metamask/messenger bump noted under Unreleased).
