[Bug] Elytra causes damage with No Fall

Describe the bug

While using No Fall, if you fly with an elytra downwards at high speeds and switch to a chestplate you take very high fall damage.

Steps to reproduce

Enable No Fall Packet,
Fly downwards with an elytra at high speed,
Switch to your chestplate in the hotbar.
