Fix Menu Structure for DSC 3.0 Documentation

PR Summary

This change renames dsc-3.0/reference/tools/toc.yaml to toc.yml to match the naming convention for other table of contents files (and to match the href in the dsc-3.0/reference/toc.yml file). The incorrect name appears to be a typo when comparing to other table of contents documents and it's leading to a dead link on the DSC 3.0 documents (when clicking DSC Reference > DSC Tools) as well as causing the menu to not populate as expected.
