Updated the date for troubleshooting Start menu errors in Windows 10 documentation. Requested by Caitlan Park (PM) and Arren Conner (CSS), in collaboration with WSD Comms.

Updated the date for troubleshooting Start menu errors and revised a note regarding known issues and resolutions.
