Remove pr-labeler workflow (unblocks fork PRs)#3583

The pr-labeler workflow is failing on fork PRs with permission errors that persist even after switching to pull_request_target. Removing it entirely to unblock contributors. The pr-labeler workflow is failing on fork PRs with persistent permission errors. Removing it entirely to unblock PR #3579 and other contributors.
Will re-add once tested properly in a private fork.
