Rewrite and expand the Visual Studio subscriptions guidance to reflect the Microsoft AI Cloud Partner Program (MAICPP) and Benefits Refresh 2026. Changes include a new title, updated ms.date, expanded overview, assignment and Partner Center activation steps, renewal and reassignment rules (including 90-day reassign window), clarification that Azure credits are now organization-level and MSDN-style downloads/keys are removed, an FAQ, and updated resources/links. The doc replaces older terse step lists with detailed guidance for admins on assigning and managing Partner Program Visual Studio access.
Update the 'Explore your Visual Studio and GitHub benefits' link in subscriptions/manage-mcpp-subscriptions.md from a relative path to the full https://learn.microsoft.com/partner-center/benefits/mpn-benefits-visual-studio URL so it reliably points to the Partner Center benefits page.
Reword the Overview intro for clarity—change phrasing about Visual Studio Subscriptions to emphasize access to developer tools and services. Also fix a typo: 'scenarions' -> 'scenarios' in the Benefits Refresh 2026 section.
