What is the purpose of the Advert file and the domains listed therein?

While reviewing the Microsoft Edge WebView2 Fixed Version Runtime package, we found that it contains a file named Advertising, which includes a large number of advertising and tracking domains, including domains such as awaps.yandex.ru, yandex.ru/ads, and other international advertising providers.

We haven't been able to find any information or previous questions about this topic. So, we'd like to understand the following:

1. What is the purpose of the Advertising file?
2. Is it a local classification/blocklist/allowlist database or is it used for outbound communication?
3. Is the runtime expected to initiate any network traffic to domains contained in this file without a web application explicitly loading those domains?
4. Is there documentation describing this component?
