GBFS feeds are not being removed from API

Describe the bug

For example: Beryl London was removed from systems.csv in January 2025 due to a permanent shutdown (PR), but it is still present in the Mobility Database (feed page).
It may be confusing for users that the number of GBFS feeds in the Mobility Database (1280 feeds) is different from the number in systems.csv (1227 feeds).

@emmambd Does that mean you want them removed from the DB, or kept in the DB but flagged as removed, and the API made to not return them.

@cka-y Not sure what the original intended functionality was? Either works for our requirement purposes.

We should also ignore the "deleted" feeds from daily processing.

After taking a look at the code, we already set the status of feeds removed from systems.csv to deprecated

Actually ... No. The code shows the status should be deprecated, but the DB still contains active
