Create pmtiles for newly downloaded datasets

When we download a new dataset, we should create its associated pmtiles

This issue is just about triggering the creation of the pmtiles.

• Investigate feeds from [Backend] Investigate Architecture - Generate PMTiles #913 that were over 8000 routes and had performance issues, take the lowest threshold file size of routes.txt, and make that the threshold for ignoring feeds.

See #914 for the creation itself.

Note that #1011 covers batchfilling the pmtiles for already existing latest datasets.

Tasks:

• Move code to its own cloud function
• Add a cloud task
  • Adjust the timeouts of both cloud task and cloud run
• Create a cloud task when one of the files hash changes (e.g. location extraction)
• Threshold: file size from extrapolating from 8000 routes Create POC of using JSON of routes to serve in the UI #1255 (comment)
