Generate sample file for parsing (backend + frontend pairing)
Load the PMTiles from the feed's dataset bucket
Add a feature flag so only Mobility Data emails can see it and deploy to PROD

pmtiles, once created, are located in the mobilitydata-dataset bucket.
As an example, for the dev project and dataset mdb-100-202507081841, the pmtiles folder is:
