Automatic assign licenses when a new Feed is added

Describe the problem

This issue covers the assignment of the licenses by URL if "known" when a new feed is created.

Proposed solution

Tasks

• Investigate the entry points of the creation of the feeds. This must cover GTFS, GTFS-RT, and GBFS feeds.
• On feed creation, use the helper function and assign the license if only one license is returned.
• Investigate a process in which a human can review the license after assigned. It might be better if it is "officially" assigned

Execute the assignment of license periodically(once a week/once a day)
