fix: batch processing and reverse location infra changes

Summary:

• Add missing batch service account invoker permission
• Add empty body to GBFS batch scheduler
• Add missing environment variables

Expected behavior:

• Cloud tasks can invoke the reverse location function. Currently, it is failing with a 403 HTTP status code.
• Process validation report can enqueue a refresh materialized view task
