Question: Are Russian IP addresses blocked from accessing API endpoints? (Connection error from Russia)

Context

I'm experiencing persistent "Connection error" when using kimi-cli from Russia, despite having an active subscription on the web platform (kimi.com/code).

Environment

• Location: Russia
• CLI Version: Latest (installed via official install.sh)
• Network: Tested on multiple connections (home ISP, mobile data)
• IP Addresses tested: Both IPv4 and IPv6 resolution work for api.moonshot.cn

Diagnostics Performed

1. DNS Resolution

Direct API test: Returns authentication error (possibly unrelated)

CLI starts successfully and shows Welcome screen with session ID
Upon sending any prompt: LLM provider error: Connection error.
Logs show: kosong.chat_provider.APIConnectionError: Connection error.
Retry attempts: 3 attempts with exponential backoff, all fail at connection level
### 4. Cross-Platform Testing
Web UI (kimi.com/code): ✅ Works perfectly with same account
CLI (api.moonshot.cn): ❌ Connection error
Mobile network vs Home ISP: Same error on both
Different devices: Same error

Does Moonshot AI block or restrict API access from Russian IP addresses?
The fact that:
Web platform works fine (likely through CDN)
CLI fails at connection level (direct API endpoint)
Same error across different Russian ISPs and networks
...suggests possible geoblocking or regional restrictions on the API endpoint (api.moonshot.cn).
