Fixed issues where some rules were broken or displayed incorrect values

Added startup settings to the Settings tab

Redesigned the Settings tab for improved clarity and usability

Consolidated multiple tabs (now regions+) with identical layout/logic (Upgrades, Watchtowers, Discoveries, Levels, etc.) into a single unified tab
You can now select affected regions, choose the feature, and apply changes in one place

Added ability to rename backups via right-click on them in the Backups tab
