…sers The guardrail-bypass fixes merged after 0.2.0 (MultiEdit gating, token-cap "ask" payload, deny hookEventName) shipped without a version bump. Because plugin.json pins an explicit "version", `claude plugin update` keys on that string and never rebuilt the cache — installed users stayed on the pre-fix, under-enforcing hook. Fixes #5. - Bump version 0.2.0 -> 0.2.1 in plugin.json and marketplace.json (kept in sync). - Add .github/workflows/version-guard.yml: fails any PR that changes gouvernai/scripts/** or gouvernai/hooks/** without bumping plugin.json's version, and asserts the two manifests agree. Closes the same-version-drift hole so this cannot recur. Tag v0.2.1 after merge. Co-Authored-By: Claude Opus 4.8 <noreply@anthropic.com>
