Add product guide section before "Building" about prerequisites

This would include discussion of installing docker-ce in alignment with ANMS #53 and installing and using puppet to apply the anms::hostenv to the local host.

It was also found that some OSs with compatible docker have an incompatible bash earlier than v4 and cannot run the build script.
