Edit expansion rule save button not disabling appropriately

Describe the bug

The save button in the edit expansion rule page does not disable when there are no unsaved changes.

Reproduction

1. Make an expansion rule
2. Enter the expansion rule editing page
3. Click the "Saved" button (it should be disabled at this point?)
4. "Saved" button turns to blue "Save"
5. Can repeatedly click "Save" even though there is nothing to save

This behavior is different from how our save buttons normally work.
