(#5277) Updating Drupal to 10.6.12

• Upgrades Drupal core from 10.6.9 to 10.6.12
• All 5 core patches applied successfully
• Removed audit.ignore block from composer.json (security advisories against twig/twig and symfony/polyfill-intl-idn that were introduced during the metatag upgrade (Enabler: Update Metatag module to v2.x #5206) are resolved naturally by this upgrade
• Exported features for 16 modules to capture pathauto_post_update_remove_uuid_config_key (removal of uuid from pathauto pattern selection)
• Exported cgov_core to capture linkit.linkit_profile.cgov_inline_links missing media module dependency (surfaced during blt cgov:reinstall after linkit was upgraded from 7.0.13 to 7.0.16 as part of this update
• docroot/sites/default/default.settings.php updated by scaffold (adds commented media_oembed_discovery_trusted_host_patterns documentation)
• docroot/translations/drupal-10.6.9.es.po replaced with drupal-10.6.12.es.po (refreshed all translation files by running the wiki translation update process) Spanish translations working
• CKEditor plugins: no rebuild needed (ckeditor5 ~47.6.0 unchanged in core and both custom plugins)

Note: Branch was created off ticket/5206-update-metatag-v2. Will rebase onto develop once #5206 is merged.
