Bump @opentelemetry/core and @redocly/cli

Removes [@opentelemetry/core](https://github.com/open-telemetry/opentelemetry-js). It's no longer used after updating ancestor dependency [@redocly/cli](https://github.com/Redocly/redocly-cli). These dependencies need to be updated together.


Removes `@opentelemetry/core`

Updates `@redocly/cli` from 2.31.0 to 2.34.0
