docs: add deployment pipeline documentation

Adds docs/deployment/deployment-pipeline.md covering the end-to-end flow
from GitHub tag through ADO pipelines to Arc Run Command on gateway VMs,
including ring-based rollout, blue/green cutover, pipeline identities,
and required Azure permissions per environment. Part of DTOSS-12959.
