Description
We'll be adding functionality to Manage to allow clinicians to retry the creation of worklist items.
Attempting to re-create an existing worklist item should be a no-op.
Changes the status we return in JSON when a worklist item already exists to
exists.Amends the create worklist item test to use a test db instead of mocking.
