the current resources server table in the readme does not capure agent-only environments such as Prime Intellect's verifiers, SWE RL, Harbor, or Tau2. this PR updates the resources server discovery automation to an env discovery workflow that also checks agent server configs that that don't reference a resources_server so shared agents like simple_agent aren't double-counted.
