Add `DESCRIPTION.rst` for rendering the `cuda-pathfinder` page on PyPI

This page https://pypi.org/project/cuda-pathfinder/ is currently empty, because we did not add any long description or summary to the package metadata. This can be fixed by writing the description in a, e.g., DESCRIPTION.rst file that gets read in pyproject.toml.
