[recipes] Add work operating model activation workflow

Summary

• add the Work Operating Model Activation recipe with schema, MCP server, and export generation
• add the paired Work Operating Model skill pack for the five-layer elicitation workflow
• index both contributions in the top-level recipes and skills listings

Reviewed after rebasing onto the latest main and re-reading the posted diff. No functional findings in the new work-operating-model recipe/skill contribution. Local validation passed for the new server (deno check --config deno.json index.ts) and the new metadata files parse cleanly as JSON.

The current failing lint check is coming from pre-existing markdownlint errors in unrelated files outside this PR diff, not from the new contribution files in this branch.
