Align config search order with README

Summary

• reorder config source identifiers and default paths so the search order matches the documented precedence (CWD → mc1 → mc0 → PSX → mmce1/mmce0 → xfrom → hdd0 → massX → mass)
• adjust the config path lookup loop and source labels to honor the new ordering and keep memory cards ahead of mass storage

Testing

• make (fails: /samples/Makefile.eeglobal missing in environment)
