This replaces pr #977 and buids on top of it.
Adds a docker-compose file that will fire up Statusdb along side with genomics status completely without any additional config files.
Renames the Dockerfile to dev.Dockerfile, to leave the Dockerfile for the podman prod-ready image definition.
Adds some default config files.
Changes how the config files directory is loaded in the main script.
I think the devcontainer is slightly broken, so I will try to fix that before its ready to be merged.Devcontainer works again now for stage, with the proper settings file.
