test(utils): add unit tests for Utils class methods and validation

- Add baseName tests for paths, dotfiles, root, and empty string
- Add normalize tests for backslashes, network paths, and multi-slash
- Add resolveEventKind tests for valid kinds, null returns, and fallback
- Add validateOptions tests for all fields with positive and negative cases
