chore: update dependencies to latest compatible versions

Bump confy 0.6→2.0, console 0.15→0.16, dialoguer 0.11→0.12,
indicatif 0.17→0.18. Set rust-version to 1.94 to match local
toolchain. Relax time version pin from 0.3.47 to 0.3.
