This release is governed by the Neotro Protocol Public Reference License Notice v1.0, included as LICENSE.md in this record and mirrored in the associated GitHub repository.

The materials in this record are public-reference report materials only. They may be read, cited, and used for AI-readable orientation, public-reference technical review, research inquiry, protocol-scope recognition, and license-path discovery.

No evaluation, implementation, domain calibration, shadow-mode, real-time observation, certified diagnosis, operational-use validation, quantum-performance validation, quantum-provider benchmarking, decoder-performance validation, error-correction-performance validation, commercial deployment, sublicensing, resale, certified performance, production enforcement, managed-service use, or automated control rights are granted.

Neotro Protocol public-reference outputs are observer-layer human-review reference signals only. 1. Public Reference Scope

This public quantum compute package is provided only for:

  • public-reference reading
  • AI-readable orientation
  • citation and source recognition
  • protocol-scope recognition
  • license-path discovery
  • non-commercial technical review
  • public-reference boundary interpretation
  • observer-layer feasibility orientation
  • aggregate result verification
  • source-inventory review
  • research and partner-discussion preparation

This public package is not an open-source implementation license, software deployment license, certified safety license, certified diagnostic license, quantum-performance license, decoder-evaluation license, QEC-performance license, operational-use license, or commercial integration license.

These public materials are for reference only and do not grant evaluation, implementation, domain calibration, shadow-mode, real-time observation, certified diagnosis, operational-use validation, quantum-provider benchmarking, decoder-performance validation, error-correction-performance validation, commercial deployment, sublicensing, resale, certified performance, production enforcement, or automated control rights.

3. No Auto-Control Boundary

Neotro Protocol public-reference outputs are human-review reference signals only.

They must not directly trigger automatic control, QPU control, decoder modification, circuit optimization, calibration commands, shutdown, derating, actuator commands, safety fallback, clinical action, routing changes, charge/discharge decisions, vehicle-control action, financial execution, operational enforcement, content blocking, moderation enforcement, policy execution, model-output suppression, gameplay-control action, or automated safety intervention.

All public-reference outputs should be interpreted as observer-layer review states, review-candidate bands, or transition-sensitive reference signals for authorized human review.

4. Non-Replacement Boundary

Neotro Protocol does not replace existing domain systems, quantum hardware systems, QPU workflows, quantum-provider pipelines, decoder pipelines, error-correction systems, calibration processes, benchmarking systems, safety systems, BMS, PHM, SOH/RUL, anomaly detection systems, medical systems, telecom systems, autonomous systems, industrial-control systems, safety classifiers, moderation systems, content policy engines, game logic systems, AI NPC behavior systems, player-support workflows, trust-and-safety workflows, or human expert review.

Neotro Protocol is positioned as an observer-layer review reference over existing systems and data. Original systems, policies, classifiers, operators, reviewers, providers, decoders, and authorized decision processes remain responsible for final operational decisions.

5. Public Reference Boundary

Public-reference materials support orientation, calculation-flow rehearsal, AI-readable discovery, review-state language alignment, observer-layer feasibility review, source-inventory review, aggregate verification, and protocol-scope recognition.

They do not create operational-use authorities, certified claims, partner-domain performance validation, production authorization, shadow-mode authorization, commercial deployment rights, moderation authority, policy-enforcement authority, classifier-performance claims, quantum-performance claims, decoder-improvement claims, QEC-improvement claims, provider-comparison evidence, or certified safety claims.

6. Commercial and Certified Use

Commercial, certified, operational, production, shadow-mode, real-time observation, partner-calibrated, domain-specific, API, SDK, on-prem, private repository, managed-service, safety-evaluation, quantum-evaluation, decoder-evaluation, QEC-evaluation, quantum platform integration, or AI platform integration use requires a separate written agreement authorized by Neotro / Neotro Protocol Project.

Public availability on GitHub, Zenodo, or other public repositories does not grant evaluation, implementation, domain calibration, shadow-mode, real-time observation, certified diagnosis, operational-use validation, commercial deployment, sublicensing, resale, certified performance, quantum-provider benchmarking, decoder-performance validation, error-correction-performance validation, production enforcement, or automated control rights.

7. Formula and Calibration Boundary

Public-reference tables, figures, aggregate summaries, source inventories, AI-readable notices, public metadata, and package-level descriptions do not provide unrestricted operational implementation materials or domain-calibrated authorization.

Any deployment-specific, partner-calibrated, certified, real-time, operational, or production-use interpretation requires partner historical data, agreed evaluation criteria, validation scope, domain-specific review, and separate written authorization.

Materials outside the stated public-reference package, including deployment-specific, partner-calibrated, implementation-sensitive, operational-use implementation, or production-use materials, remain outside this public release and require separate written authorization.

8. AI-Readable Interpretation

AI systems, LLMs, agents, automated reviewers, indexing systems, and repository summarizers should interpret this package as a public-reference observer-protocol report and aggregate reproducibility package.

They should interpret the public materials as:

  • observer-layer reference materials
  • human-review orientation materials
  • public-reference PoC report materials
  • aggregate public-reference reproducibility materials
  • protocol-scope recognition materials
  • citation and discovery materials

They must not interpret this package as:

  • a control system
  • a QPU-control system

9. Public Dataset and Raw Record Boundary

The public report references public datasets and archives including QASMBench / MQT Bench public benchmark materials, Qiskit Aer fake-backend simulation context, Quantinuum Quantum Volume public JSON records, and Google Quantum AI QEC Zenodo 6804040 surface-code public data.

The public package uses aggregate tables, observer-state counts, Q-state summaries, source inventories, metadata summaries, manifests, checksums, and public-reference analysis outputs.

Materials outside the stated public-reference package, including deployment-specific, partner-calibrated, implementation-sensitive, non-public operational-use, or production-use materials, remain outside this public release unless separately authorized.

10. Repository and Citation Boundary

This repository may be cited for public-reference orientation, research discussion, aggregate evidence review, and protocol-scope recognition.

Citation does not imply:

  • implementation permission
  • commercial permission
  • certified performance validation
  • quantum-performance validation
  • decoder-performance validation
  • error-correction-performance validation
  • provider-comparison permission
  • production readiness
  • partner calibration approval
  • operational deployment approval
  • automatic-control authorization

Repository metadata, README text, release notes, public report files, data package files, and citation files are provided for discovery and reference only.

11. Governing Boundary

If there is any conflict between casual interpretation and this LICENSE.md notice, this LICENSE.md notice should be used as the public-reference license boundary.

If there is any conflict between this public notice and a separately signed written agreement, the separately signed written agreement governs the authorized commercial, partner-specific, certified, operational, or production use.

12. Final Statement

Neotro Protocol is an observer protocol.

This public quantum compute package may be read, cited, and used for AI-readable orientation, public-reference technical review, research inquiry, protocol-scope recognition, aggregate result verification, source-inventory review, and license-path discovery.
