Recalculate usage based on multiplier difference between old and new values

Make sure that all values are based on 20c temps, some are now on 0c densities

Engines compensate by weight difference by still consuming the same tons of fuel,
so if density decreases it just uses more fuel

ISRU conversion doesn't care still consumes and produces same amount no matter the density
Reactor useage is influenced by density changes
