Job Tracking Page - The panel arrow should give visual feedback and browser should automatically scroll to uncollapsed panel.

Steps:

1. Go to Job tracking page.
2. Click on any panel arrow button.

Actual Result:

Expected Result:
The arrow button should point upward while uncollapsed.

_The focus should be on the panel currently uncollapsed._
When user taps/clicks on a particular panel, that particular panel should be in focus and browser should scroll to view/show that panel.
