Upgrade to Vite 7, React plugin v5, and latest dependencies

Updates:
- Vite: 6.3.5 -> 7.2.1
- @vitejs/plugin-react: 4.4.1 -> 5.1.0
- eslint-plugin-react-hooks: 5.2.0 -> 7.0.1
- lucide-react: 0.510.0 -> 0.552.0
- @types/node: 22.15.17 -> 24.10.0

Configuration improvements:
- Add Vite 7's 'baseline-widely-available' build target for better browser compatibility
- Fix certificate generation to only run during dev server, not during build
- Optimize HTTPS server configuration to handle missing certificates gracefully
- Already using Tailwind CSS v4.1.6 with modern @import syntax

Benefits:
- Improved build performance with Oxc React refresh transform
- Better browser compatibility with baseline-widely-available target
- More reliable build process that doesn't require dev certificates
